Objectively, I think it's the best of all the linked Marvel movies out recently. I don't care for the Hulk as a character, but I had a hard time deciding whether I liked it or Iron Man better. Seeing as I like Tony Stark much better than Banner/The Hulk, the inability to decide which movie I liked more leans decidedly toward The Incredible Hulk as the better of the two.

While Iron Man 2 contains Scarlet Johansson walking up a flight of stairs (shot from behind), and is therefore a cinematic masterpiece which transcends such mundane accolades as Academy Awards, I have to say I really liked Captain America. Tommy Lee Jones was the perfect disgruntled ******* army officer to place beside an idealistic Steve Rogers.
