Have compatibility mode turned on? That changes the user agent string and would identify the client as IE7 or 8.

Checked. Only one site is on my "compatibility view" list - technobuffalo.com - and that just brings up more questions because I've never heard of that site, let alone visit it and add it to my compatibility view list.

Also, I cannot now recall from what site I screencapped that message, so we may never know what was going on there.
