The solution to this issue is purely free market: if a TV station is playing a loud commercial (be it truly loud or simply perceived as loud), call and complain. Enough complaints, and it'll be fixed (reprocessed with the station lowering the audio). Legislating against this is ridiculous and detrimental to everyone.
After starting with "ignorant belligerence" and going on for a while about why commercials are loud as **** and annoying and legislation is costly and horrible, the solution is call and complain to each individual TV Station?
Why can't NBC say "no loud **** on our networks." Or for that matter when this is passed why cant TV stations say "sorry this doesnt comply with FCC standards" and shift the onus to the content creators? Either way TV stations would be wise to accept this since the internet is becoming more and more capable of providing better content delivery on demand.
