While I wouldn't say a complete waste, the bad guy was REALLY good, and so I definitely would've liked to see him more. I also hated quantum, it really struck me as "whiny bond mad about his dead girlfriend" movie. I liked Casino, if mainly I liked the new non-tech reliant take on the character (also liked the exploding pen nod in Skyfall). Personally can't wait for the next one, after the wonderful team-build at the end of this film.
Take Quantum in perspective.
Compare it to Diamonds are Forever, Moonraker, Octopussy, View to a Kill, License to Kill, Tomorrow Never Dies, or Die Another Day.
It's worlds better than any of them. It wasn't BAD, it just wasn't up to the quality established in Casino Royale.
