No, the picture is not inherently sexually suggestive other than in that it has an attractive woman in it. If you believe every picture of an attractive woman is sexually suggestive, may I refer you to http://www.eastessence.com/?crtag=adwor ... The human gaze, even more than the male gaze, objectifies pretty much everything. It is the desire to put guilt onto other people that defines the Male Gaze as anything more than human nature.

We are human, we have urges, desires, and it affects the way we perceive everything. A bunch of grapes is just a bunch of grapes, until you someone starts relating the curves of the grapes to the curves of someone desirable. Then all of a sudden the grapes are sexually suggestive to a certain percentage of people.

That picture isn't even particularly manipulative. If you associate the items in the picture with sex, you may have conditioned yourself to find it sexually suggestive. That is your problem.

Natural Selection has conditioned us to think sexually. After all, those of our species that have reproduced the most are the ones that have spread their genetic code throughout the world and made history. You can't undo millions of years of evolution by declaring sex "unclean" or "sinful" or "objectification" or "perverted" or some other label with a negative connotation. We are sexual animals.

It's an attempt to appear attractive, but not suggestive. In other words, she's trying to take a flattering photo.

More complicated than, but along the lines of, smiling.

My first thought was "No, it's not sexually suggestive, even though the woman is obviously sexually attractive." There's nothing about it that suggests she's sexually available.

The fact that she's in the bathtub just kind of makes it ridiculous. Who lays in the bathtub with their clothing on? My reaction upon noticing that, in context of the question of the OP, was "Someone is trying too hard to make this picture sexually suggestive without actually making it sexually suggestive".

Even if she was nude and the tub was full of water it wouldn't be sexually suggestive any more than ads for bath soap are sexually suggestive. People bathe in the nude; it may be sexy, but it's not sexually suggestive.

It seems to me like the photo is trying to imply that she's being sexually suggestive by making her attractive and putting her fully clad in an empty bathtub to imply that because there's no other logical reason to lay in a tub with your clothing on, she must be sexually available. Unfortunately, there is another reason: to take a photograph. There's no Fourth Wall here, and the audience knows it even if the photographer, or the person asking the question forgot.

To me, the photo just comes across as slightly absurd, and the question seems like someone is being a tryhard: they want to imply that the answer is "yes" through the question itself, but then turn around and say "but she's posed like this and she's not dressed provocatively" if someone actually says yes. Unfortunately, most everyone here, and I think the public in general, is not taken in by this nonsense.
