Not really, that is a little extreme, but higher penalties for deliberate stupid would be nice.

The Darwin Awards are a pretty good commentary in and of themselves aren't they? Would helping stupid people achieve their Darwin Awards be so wrong?

Changing the focus of headlines and making them less ego boosting just might help with the publicity stunts that occur. The media loves to blow things out of proportion and add their fictitious version. Why not use this to curb stupid people.
