So scutlebut is a gtx 770 will be acceptable in the final game on about medium settings. I am taking it the minimum requirements are way way minimum at this point.

Since all pci cards are backwards compliant I'm thinking of splurging on a vid card now and popping it into my current rig do I can at least explore the hanger (the other option is buy a minimum req vid card cheaper now and then hope prices come down on the one I want by the time I put my rig all together for the dogfithing module).

This is the one I have my eyes on that should allow me to run star citizen at pretty high graphics:

So do you think the price will come down a lot by the time I put the rest of it together to make buying a min spec vid card now worth it or just go out and get this one?

Personally I'm not spending another dime with or for them until they put out something substantial, but that's just my currently jaded self in a bad mood.

There will always be new cards and cheaper prices later. Nvidia's next chipset, Maxwell, will be released this year (first card potentially in feb, a 750 maxwell powered). However, that card you linked is loaded, and it should be able to play SC regardless, and absolutely tear through any game out now and released in the next couple years. So it's entirely up to your personal preference. Will you be able to get a more powerful card later? Yes. Will you be able to get that card cheaper later? Yes. Those will always be true, you eventually just have to decide when to bite the bullet. :)

Since it's rumored so close, you might as well wait and see how that card shakes out, might either drop the price of the card you're looking at or be a better value itself.
