Abashi's Rod of Disempowerment was NToV loot. Abashi was Gordon Wrinn's handle on the forums for EverQuest. I'm assuming Elmo's either mixing that Gordon up with Smed, or is using it just to play with the name of the item (which was a joking homage to the phrase Nerf Bat) in a "nerf this!" sense.
