http://arstechnica.com/gadgets/2014/02/ ... oid-clone/THe article is pretty long, so I won't quote it. The TL;DR is that they've made a phone that looks and feels nearly identical to a Samsung Galaxy device using an OS that looks and feels very much like Android, without the Google presence.
Of course not having access to Google's apps will be a big hurdle to overcome. Maps, Gmail, GoogleNow, Youtube, and other native google apps are a huge part of the android experience. It's going to be challenging overcoming that.
