I'm fairly certain that granting dispensation to operate with diplomatic immunity to a foreign policy agency cedes some sovereignty to a "foreign", as in "not domestic", entity. Indeed, the matters of law which INTERPOL pursues are matters of a legal entity that is not the United States. There may be some concurrence on the issue, but generally speaking, INTERPOL policies International Law. I find the executive order problematic.

I was asking at what point during his campaign did Obama publicly dismiss the validity of the Constitution?

It was during an interview that touched on judicial policy, IIRC. Obama's response essentially and quite openly shat on the Constitution.
