It's satire but it's exactly how ridiculous whining about "Islamophobia" and the endless excuse-making sounds. Repeat after me: People in third-world countries have agency. They act in what they perceive to be in their interests, according to their own views. They are not merely responding to the policies of America, the West, or Israel:

“What? Why are you apologizing? We just slaughtered you mercilessly in the streets. We targeted unwitting civilians — disenfranchisement doesn’t even enter into it!”
“Listen, it’s our fault. We don’t blame you for feeling unwelcome and lashing out.”
“Seriously, stop taking credit for this! We worked really hard to pull this off, and we’re not going to let you take it away from us.”
“No, we nourished your extremism. We accept full blame.”
“OMG, how many people do we have to kill around here to finally get our message across?”
This in response to ISIS's recent advice to Jihadi's to kill white people because they're tired of our Federal government framing their attacks in ways that minimize their agenda:
