Remember that there is a very real and important difference between racist motives, and racial observations.

If you look at those girls individual actions and condem them, and also percieve that their action is part of a larger pattern driven by various social influences, that doesn't make you a racist unless you condem all people of color in mass instead of for their individual actions. You don't hate Bill Cosby, for instance, because he looks similar to Little Wayne.

If you think their behavior is because they are black, yes. Otherwise, no. Those people have issues as individuals, and probably the community they have grown up in. There is no easy fix for either problem.
