Looks like "Almost Got 'Im." The thing with which Batman is fiddling looks like the tranq in the episode used to subdue the cassowary and hummingbirds the Penguin unleashed. Also, it was an early episode, which would fit the time frame. Really good ep, too, if that is in fact the source.
