"Affect other people" is not the same thing as "damage you may cause". If you actually injure another person, then your insurance or you should pay for it; it's not a health insurance matter. Someone catching a communicable disease from you is not the sam, however, is not the same as you causing injury in an auto accident or otherwise. A disease behaves of its own accord; it isn't an event that causes injury due to one's negligence. At best, this would be an argument to have insurance to pay someone else's bills if they get sick or hurt because of you, but even if we extended that beyond the extent to which its already true, it would be impossible in most cases to prove who caught what from who, and in many cases it would be family members giving it to each other.

The two situations are not comparable.

DE - If someone with HIV is careless, are they not culpable for infecting another person? Is the disease just acting on it's own?

The disease is acting as it is biologically required to do. It is taking over the cells that it is subjected to. The occurrence of cuplability is iffy: If a person knows that they have HIV and are intentionally trying to pass the disease, yes they are cuplable.. and if prosecuted in a court of law, can be tried for attempted murder. But if they do not know that they have it, they are a dick or twat for passing it on, but not guilty of attempted murder.

Bit of a tangent, but if there exists a commonly and easily available vaccination against a disease (say HIV), who would be culpable for a disease spreading? What about diseases which are much more transmissible than HIV?

Lets examine this through the lens of existing laws. You have a dog, the dog is known to be vicious - are you responsible for the actions of the animal you keep?

Why?

Because you keep it willingly. Remove that and you remove the responsibility.

In the specific case of HIV and a few other sexually transmitted diseases, they might be culpable if they knew beforehand that they had the disease, although the disease is still acting on it's own; it isn't an event like an accident. A virus is a thing.

That doesn't mean much, however. The vast majority of healthcare problems are not STDs and have nothing to do with someone else's negligence. Traffic accidents always involve negligence on the part of at least one person. It certainly is not possible to say that because STDs can be transmitted through personal negligence, and because traffic accidents are caused by negligence, and since we require insurance to deal with the consequences of traffic accidents, that we therefore need, or should require health insurance for everyone to deal with the problem of negligent transmission of STDs.

That may not be what you were trying to say, but if it wasn't that or something substantially similar I'd wonder why you wre pursuing this line about car insurance and STDs at all.

An' if ye tar yerself by associatin' with such scurvey dogs as ta get the HIV a 'tall, you'll not be findin' me sympathy.
