9 MAY BE MADE BY THE ATTORNEY GENERAL IN THE NAME OF THE PEOPLE OF THE
10 STATE OF NEW YORK TO A COURT OR JUSTICE HAVING JURISDICTION BY A SPECIAL
11 PROCEEDING TO ISSUE AN INJUNCTION, AND UPON NOTICE TO THE DEFENDANT OF
12 NOT LESS THAN FIVE DAYS, TO ENJOIN AND RESTRAIN THE CONTINUANCE OF SUCH
13 VIOLATIONS; AND IF IT SHALL APPEAR TO THE SATISFACTION OF THE COURT OR
14 JUSTICE THAT THE DEFENDANT HAS, IN FACT, VIOLATED THIS SECTION, AN
15 INJUNCTION MAY BE ISSUED BY THE COURT OR JUSTICE, ENJOINING AND
16 RESTRAINING ANY FURTHER VIOLATIONS, WITHOUT REQUIRING PROOF THAT ANY
17 PERSON HAS, IN FACT, BEEN INJURED OR DAMAGED THEREBY. IN ANY SUCH
18 PROCEEDING, THE COURT MAY MAKE ALLOWANCES TO THE ATTORNEY GENERAL AS
19 PROVIDED IN PARAGRAPH SIX OF SUBDIVISION (A) OF SECTION EIGHTY-THREE
20 HUNDRED THREE OF THE CIVIL PRACTICE LAW AND RULES, AND DIRECT RESTITU-
21 TION. WHENEVER THE COURT SHALL DETERMINE THAT A VIOLATION OF THIS
22 SECTION HAS OCCURRED, THE COURT MAY IMPOSE A CIVIL PENALTY OF NOT MORE
23 THAN ONE THOUSAND DOLLARS FOR EACH VIOLATION. EACH USE OF SALT IN
24 VIOLATION OF THIS SECTION SHALL CONSTITUTE A SEPARATE VIOLATION. IN
25 CONNECTION WITH ANY SUCH PROPOSED APPLICATION, THE ATTORNEY GENERAL IS
26 AUTHORIZED TO TAKE PROOF AND MAKE A DETERMINATION OF THE RELEVANT FACTS
27 AND TO ISSUE SUBPOENAS IN ACCORDANCE WITH THE CIVIL PRACTICE LAW AND
28 RULES.
29 S 2. This act shall take effect on the thirtieth day after it shall
30 have become a law.

My guess is that this is a spot bill. Spot bills are proposed legislation that are designed to be placeholders for more serious legislation down the road. Cut off dates for the introduction of new bills makes spot bills, such as this, a valuable commodity. Legislators present bills that have no chance of passing, get sent to hibernate in committee, then are available for alteration to a more reasoned, practical passable bill. Other legislators go looking for co-authors with spot bills open and are willing to deal to get the bill rewritten. Having a spot bill handy late in the session can earn a legislator serious brownie points and more importantly, owed favors down the road. It also has the possibility to get the legislator's name on some important legislation which gets them recognition back home where even the serious research voters never look at the idiotic spot bills that sit in committee, just the ones that come up for a vote.

Many years back I saw a spot bill that called for the neutering of euthanized cats and dogs. I worked on what it became. Not a word of the original text remained.

Possible, but considering the current "health" climate in NY (see recent Transfat laws, calorie listed on menu laws, etc) and the more widely reported talks between NY and food producers/restaurants about "voluntary" cuts/reductions in salt, it is just as likely this is the intended bill.

If it is the intended bill, the authors need to leave politics entirely, find a nice vegan commune and graze for the rest of their days. The proposal shows such an immense misunderstanding of something as basic as salt in cooking as to defy logic and reality.

If it is intended as a salt reduction act, it is a starting point where they can negotiate down to posting sodium levels on the menu and posting health warnings about the consumption of too much sodium.

Was talking about this over lunch.

What, in a restaurant, *isn't* made with at least a little bit of salt?

Bread? No.
Chinese food? No.
Cookies? No.
Italian food? No.
Soups? No.

I don't think there's much of anything that doesn't have at least a pinch of salt in it.

I suppose it depends on whether we're talking about salt, or sodium.

Either way, from my reading of that legislation, not only can they not make foods with salt, they also can't use ingredients with salt in them.

Sweet most of the time, Bitter a couple of times in my life, sour puss sometimes, fiery when provoked, spicy on fridays only but salty... NEVER~!

My tag says i'm 99.99% salt free, it also says not to let near cold water after midnight... hmm...
