And the Harrier, and to a degree possibly take ont he Wild Weasel, Jamming, and Recon roles of various airplanes that have been retired and not replaced or are going to be, although int he Navy the F/A-18E/F models are also going to be doing some of that.

There's all kinds of reasons for that, but part of it is what happens whenever you cut numbers for any airplane. The
apparent cost of each unit goes up because they're factoring in the lifetime costs of the program such as R&D and dividing them among fewer airplanes.
Congress also likes to "slow down" programs that seem to be costing too much. To their, but no one else's amazement, this raises overall costs rather than lowering them.
