Lisa let her sister use her car down in Phoenix. Her sister got flashed by the car speeder thingy, and Lisa is expecting to get a ticket in the mail.

How does this mail ticketing thing work? It is kind of difficult to go down there and fight if a ticket does arrive. But if it is sent uncertified (I believe Screeling mentioned this at one time)... what happens if we do not receive the mail?

**** those people. That's the one thing I hated about Phoenix.

It may take a court appearance, but if Lisa goes down there and presents herself she can demonstrate that it wasn't her driving the car, and have the ticket thrown out. I went to court with a friend who did that, and it worked.

Something else to consider is that there is something like a 5 year backjam on ticket processing due to how many of those get processed in the greater Phoenix area. If you don't pay, you might never get served because of the statute of limitations.

Either way, or another way entirely, I'd take the ticket, and whatever the fine is, insist her sister pay for it.

I believe you don't have to honor the ticket unless it's served in person. At least, that's last I heard from my brother in Phoenix.

Here's something to consider:

Of course, I'd check it out further, but the prevailing knowledge seems to be that if it's mailed, it doesn't have standing unless you waive by signing. I know there was a movement to try to change how photo-enforcement works a while back, but I don't believe anything changed.

Basically, when you get the ticket, go to the state/county/city's website where you can review the court case's status. It will likely state when the ticket is sent out to the service to come to your door and serve you. Tucson city court made this pretty clear. When it says it is sent out, its time to start keeping all your blinds closed, stop answering your door, and don't play your TV loud. They have to serve you, but I've also heard they can skate with sliding it under your door if there are signs of life in the house. I haven't verified that, but if it always looks and sounds like nobody is home, you're better off.

The ticket supposedly will have a link to a website where you can view pictures. I've heard/read they can't use your looking at the website as being served, but honestly, just steer clear of it.

Typically, the court waits 30 days after the mail the ticket before sending it out for servicing. From there, they wait another 90 days. If you haven't been served in that time, the court will dismiss the case.

Supposedly these companies they use to serve these tickets get more money for serving divorce papers, so they tend not to make repeated attempts at knocking on your door. Don't take your chances though.

Things worked out great for me because I had school that kept me out until around 8-9pm and my wife was always upstairs in the back bedroom and never answered the door. It will probably require more diligence to being quiet if you live in an apartment.

Wait... so the cameras are being operated by not just a 3rd party private company... but a foreign 3rd party private company?

Yes, some of the US redlight/speed cameras are being operated by foreign 3rd parties - RedFlex. American Traffic Solutions (ATC) seems to be a subsidiary of a subsidiary of <...> a subsidiary of Roper Industries, based in PA.

Paintball guns are an excellent way of rendering CCTV cameras, etc. inoperable without the added legal issues of using an actual firearm.
