Its been 8 years. Why are we still in a state of "emergency"? Why can't we be in a state of heightened awareness? What happens when we have a real emergency?

No surprise here.

To the best of my knowledge, the United States has not been out of a state of emergency since about 1866.

Being in a state of emergency gives the President of the United States great power that he would lose if he allowed it to lapse. These powers include but is not limited to the ability to write legislation and executive orders which have the strength of law.

The historians among us can give a more detailed review of this.
