This almost makes me think they were planning for a VAT from the start.

American politicians are fundamentally ignorant of how taxation actually works in economic terms. Consequently, the United States has one of the highest aggregate tax rates in the world for actual tax payers. The reality that some 50% of the population has a net-zero or net-negative tax burden ameliorates this truth when it comes to certain tax freedom indices.
