I was trying to google "my parakeet won't step up on my finger" to try and find some helpful articles but before I finished typing the sentence I got this instead:

re: the bird, try nudging you finger against its belly...it should instinctively step up to your finger...

I've had cockatiels before and have had great success with such things but with this one when I do that she freaks out and flies away. A gentle nudge against her chest and she flat out refuses to move. Slightly more pressure and she squawks and flies off or hops to a different part of the cage.
I may have to clip her wings but I really hate doing that to birds. It seems so mean.

Dip finger in water, then in bird seed (something small like millet) so that it sticks. Then try to get it to step up on that finger. With food as an incentive, it might stick around longer, plus there's positive reinforcement.

I tried all the food tricks too, Serienya, thank you though.
I broke down and clipped birdie's flight feathers today.
I feel like I cheated, but amazing how well it worked. Bird tried to fly off a few times but once she realized it was safer on my finger she actually stayed and did her beak thing showing contentment.
I really don't like clipping wings. Its seems so mean.
