Of that list, item 1 is unconstitutional, and item 3 could be deemed overly burdensome to the point of unconstitutional, depending on the availability of training within a reasonable area/travel time.

Residents convicted of violating the city's ordinance can face a fine up to $5,000 and be locked up for as long as 90 days for a first offense and a fine of up to $10,000 and as long as six months behind bars for subsequent convictions.


So what is he requiring the criminals to do to own a gun? Ya know, the ones that break the laws anyway?

Right. So really all this does is put a bunch of irrational gun-hating stipulations on otherwise law-abiding citizens because OMG GUN VIOLENCE!!!1!1!!eleven

When the criminals will get the guns anyway!

See, they're going about it the wrong way. Possession of a firearm shouldn't be the crime.
