Besides being the worst run city in the US (a tough and well fought for accomplishment), now they seek to ban soft drink sales, and pet sales.

Pet store owners are fighting mad.

“It’s terrible,” pet store manager John Chan told the newspaper. “A pet store that can’t sell pets? It’s ridiculous.”

The Board of Supervisors would have final say on the issue.

But why allow the sales of fish? Personally I've accidentally killed more pet fish in my life than any other breed of pets...

I think the issue they are trying to fix (by cutting off the proverbial nose to spite the proverbial face) is stray animals, and you don't have that problem with fish.
