Army hero who lost a leg in Afghanistan denied a disabled parking permit by council bosses 'because he might get better'

A hero soldier who lost a leg in Afghanistan has been denied a disabled parking badge three times by council bosses.

Lance Corporal Johno Lee has clocked up £800 in fines for parking in disabled bays in his home town of Newark, Nottinghamshire, on days when he uses a wheelchair or feels unable to walk very far.

When he first applied to Nottinghamshire County Council for a blue badge, he was advised he was young and 'may get better'.

His right leg was amputated below the knee after he was caught up in an explosion in Helmand Province in 2008 and was catapulted into a minefield.

He said yesterday: 'I replied that they possibly did not quite understand the situation and that I thought it unlikely my leg would grow back.
Johno in Afghanistan before his injury. 'I think everybody in the next few years will know someone who has been injured. We are in a war at the end of the day.'

Johno in Afghanistan before his injury. 'I think everybody in the next few years will know someone who has been injured. We are in a war at the end of the day.'

'Sometimes the leg swells so badly I can't even get the prosthetic leg on. I then have to park in disabled bays otherwise I can't get into town, but then I get a ticket.

'If I live for another 60 years, am I expected to continue to have to struggle for all of that time?

Lance Corporal Lee's applications are being supported by the British Limbless Ex-Servicemen's' Association.

In a statement, the Council's Service Director Mr Paul McKay said: 'We are looking into the matter and have arranged for a member of staff to meet Mr Lee to review the situation. We will urgently assess whether he meets the criteria for a disabled parking badge as laid down by the Department of Transport.'

Mr Lee, a charity worker for the Armed Forces, added: 'A lot of people are coming home from Afghanistan severely wounded and are deserving of recognition rather than to be disrespected by the bureaucrats.'

When he was blown up, his heart stopped twice, once on the helicopter taking him to Camp Bastion and once on the operating table, but he was revived each time.

Didn't really post this about whether he should get the the ability to park in handicap spaces(I think he should) but mostly for the money quote I bolded. This is up there with the recent air born car on the high way and the police determining if "speed was a factor".

'S just a flesh wound.

Edit: Hmmm, the comments taught me a new word: "jobsworth." I'm off to use that now.

Sounds like they don't want his local income tax and/or school district tax and he should move.

Also It's amazing how many mobile people I see with blue boards, so nothing surprises me.

I don't really find that as bad as the bold:

So...a war hero with a blown off leg can't get a handicapped decal....but a woman who has eaten herself into obesity and is too fat to walk can get one no problem? I see more fat people with handicap decals than anyone else.

On another note, we were at Wal-mart one day and a seemingly healthy man in his mid 30's was getting into a vehicle parked into a handicapped space with a handicapped tag. We were wondering what was wrong with him, when all of a sudden he started shouting profanities at no one for no reason....I'm guessing he had tourettes.
Do they give decals for people with mental handicaps now?

Kate, he was probably bumming his elderly mom's or something. I hate that ****, too.

You want a handicapped tag? Okay. You better be handicapped, for one (and "fat-ass" doesn't cut it with me; you of all people need the exercise, we should have "fat-ass" reserved parking at the far end of the lot, and you have to use it), and for two, here's your RFID chip implanted subdermally. So long as you're within 20 feet of the car's engine when the ignition's turned off, the handicapped LED on your license plate lights up.

Biometrically activating a certified "I can handicap park here 'till I move" would be cool, but too much trouble for what it's worth.

The only solution that offers any gain is to game the system if you can. It's not your fault it's turned into a game, but all the cool kids are doing it.

Personally, I'm on the downhill slide on this - I'll need to make some consideration for physical abilities in the future like my father had to, but I think no matter what my difficulties amount to, I'll park the same place I always do - back far enough away from the pricks who think it's OK to ding my car.

A better solution is, first come, first served, and stay the hell out of my way. If folks need that much consideration that they need make sure they can park close to the door they shouldn't be driving. I want my competitors on the road to have some measure of fitness, like the ability to haul their *** across a few feet of parking lot. If you can't, someone else needs to drive, and they can drop you off in a one special spot next to the door and park the car back in the back... just not next to mine.

Well, this story takes place in the UK, not here, and I don't know that they give out a lot of fat guy disability tags either.

I do know, however, that British bureaucracy can be legendary. In the 1800s a British regiment (or battalion, not entirely sure which) was overrun in Africa after they ran low on ammunition. The officers had gone to get more, but the quartermaster would not release it without them counting and signing for it, despite the battle underway.

Ugh. Seriously, though, what a shitty way to treat your veterans (not that we do much better in certain rights...)

I have no problem with the code required ADA van parking spaces being reserved only for such vehicles, as those spaces have mandated aisles for the operation of the lifts with clear distance, and proximity of curb cuts for sidewalk access, and I have no issue with the location of such spaces being on the store side of the parking aisles, such that wheelchairs with low visibility among traffic don't have to cross vehicular paths to reach the pedestrian way.

But I do think the determination of what qualifies for Handicap parking passes is far too lax. I have considerably more sympathy for women in the last half of the 3rd trimester than I do for most of the people that have passes.

Amen!

Incidentally, more and more places are beginning to have "stork parking" next to the handicapped spaces. I thought it was just our church that did that, but when I went to Tupelo they actually had reserved parking for expectant mothers in the mall parking lot.

A lot of stores do that LK, in particular national chains. Some have also started including, or adding, spaces for parents with small children.

However, unless there is something in the local code, its an honor system.

There is no legal ramifications for parking in those spaces.

There's barely a ramification for parking in handicap spaces either, given that most of them are on private property (in parking lots) and that police have other things using their time. Sure, ramifications exist, but the probability of enforcement is so low as to be laughable, imo.

In Northeast Ohio there was quite a trend to put in expectant mother parking that seems to have reversed recently with most stores eliminating it.

Its a minimum $200 fine here for doing that, though now that I think about it, seems I saw some signs that said $500. Either way, with city/county revenues down, this is the low hanging fruit with less required of the officer. It probably varies by areas as well. Rural areas with already stretched resources might not do this, but downtown city areas with parking police, its big.

I understand, but I'd be careful to delineate between private lots and public areas. If I go to, say, WalMart and park in the handicapped zone, the odds of a fine are quite low, unless a cop is already nearby at the request of the property owner (WalMart itself).

I think you are nitpicking the point... there is legal ramification for parking in handicap spaces, likelihood of enforcement aside, but there is 0 for parking in those expectant mother spaces. I don't wish to debate the possibility that you will or will not get a ticket for it.

I made the comment more so because some people see those signs and assume the spaces are legally reserved, just like the adjacent ADA spaces.
