In Northeast Ohio there was quite a trend to put in expectant mother parking that seems to have reversed recently with most stores eliminating it.
It reversed when people figured out that A) it's not enforceable B) it's pointless to issue expectant mother parking tags and make it enforceable C) For most women, being epxectant isn't really a limit on their actiities until fairly close to birth and D) women with newborns and small children, and men with them as well, have problems as big or bigger.
There's also the fact that exercise is good for pregnant women.
As for the fat people getting handicap stickers, that pisses me off too. In college, in the Regimental Band, there was a female cadet (corps only, not ROTC) who was exceedingly fat and had one.. yet she mysteriously had no problem marching in a 3-mile parade, or from the barracks to the stadium for a football game, in a halftime show, in a postgame pass-in-review, and again back to the barracks.
