My grandfather once had a dog that he rescued from a river. Troubles had a rock tied around his neck when my grandfather found him. Abandoning him in a position to die easily actually gave that dog a chance to live. If someone had just shot the dog, had him put to sleep, or killed him in any "humane" fashion, my grandfather never would have found him.
Grandpa loved that dog.
In fact, aside from the one who just showed up on the front porch one day, every dog my grandfather ever had during my life was a dog he'd pulled from a river or found in a box on the side of the highway. It's a cold, cruel thing to do to a dog to just chuck it in a river to drown or abandon it by the highway to get run over or to starve to death, but it gives someone who wants the animal a chance to find it.
That's just the way the world works. Whoever tied that rock around Troubles' neck didn't mean to do him any favors, but it turned out to be the best thing that ever happened to him.
