Lists the potential benefits and pitfalls. Lots of new taxes including on medical devices like wheelchairs. No indexing of tax on 'cadilac' health plans, so more will be taxes over time.

I don't know the answer to your question, but I suspect that many employers will stop offering health care insurance once this goes into effect, so it probably won't matter.

Yeah, the penalty for not providing insurance for your employees is a fine (read tax) on the business in question. The fine is less than the annual cost of providing care.
