Kamehameha is Goku's attack in Dragon Ball (and Dragon Ball Z etc). There's a scene in Dragon Ball Z where someone asks about Goku's power level, which is over 9000. Someone remixed that scene and started the "Over 9000" meme.

I know we've had quite a few that have been multiple words (I'm guilty of several myself) but it's word association, not phrase association you **** assholes.

It is, however, a lyric from Slip Slidin' Away, by Paul Simon. The song has nothing to do with Los Angeles, though, but that's where the phrase comes from.
