On the contrary, it's exceedingly well thought out. If municipalities have a harder time issuing bonds, they'll need more Federal funds, which can have little strings attached. You know, like, "set your DUI limit to X or no highway money for you" type strings.

It's brilliant.


I think the end result (deliberately anticipated by the proposal's authors) is that the "bill" has no chance of being passed as it is, and will bring clarion calls of "do nothing Republicans" and "they're willing to destroy the economy just to make Obama fail". Since the proposed tax code changes have failed to pass resoundingly just recently when the failure to pass could be laid directly at the D's feet, it's a classic poison pill.

I guess we've got an impasse then, if you think the proposal was in a form that could be "passed" while Obama was giving his speech, and, while others see that the "bill" was presented to Congress days later, you think they're just making **** up.
