I'd love to say yes, but sadly, I'd be lying. Fortunately, where we live, people who behave like this still somewhat fear police intervention and there are few places in town where cops wouldn't be on the scene before the fight broke up....so we have stuff like this all the time but not to such extremes in public places for fear of being arrested... Usually it's just a lot of shouting in public places and the property damage and destruction (and gunshots) usually happen on private property or at a niteclub.
In fact, a little over a month ago, when I was looking for a vehicle, a friend of mine and I were on a small car lot. A black lady drove up with her boyfriend, whose car was getting detailed. The black woman hopped out of her vehicle and started screaming at the lady and her daughter who were working in the office, yelling about how she wasn't going to pay for anything because the car wasn't ready yet when it was *supposed* to already be done. The car was less than 10 minutes away from being finished, but the black lady continued to scream and yell and the police showed up just in time because there was about to be a physical confrontation between the daughter of the owner and the black woman. Apparently, the black woman did not want to pay for the car detail, she wanted it for free...we see this a lot down here where minority women (usually not the men) will create a huge public scene about their "customer dissatisfaction" over nothing just so they won't have to pay for a service.
In our sister city, that many minorities would not be able to gather without at least two or three police cars showing up. I remember one friday night about 3 years ago, there was a small "black" club on main street and when several dozen black people left the club (even though nothing was going on) 4 squad cars showed up to direct foot traffic..it was kind of tense.
A few more years of our current administration and more mass exodus of those with money into the suburbs and we will probably be dealing with stuff like what's in the video more frequently and in more public places, like burger king.
