The problem here isn't the man. It's a society that has backed a man into a corner with no other recourse or options. (Which isn't to say I disagree with the caning option. Of course, this wouldn't have happened in Singapore. They have about the best healthcare system in the world. Rather low on the personal freedom thing, though.)
I disagree. This is the fault of the individual not society.

Seeking available treatment (which was free and available) when an issue is discovered (chest protrusion)- individual.
Committing a crime while also talking about how you're working the system and going to retire to a condo on Myrtle beach - individual.
If he has the money to retire to a condo on Myrtle beach, he can afford to pay the reduced price he'd be charged at the clinics. He is stealing from every one of us. I hope the teller files a civil lawsuit and he loses his retirement funding.
