I can't speak for the other branches, but the Army ceased using XP at least 5 years ago. Part of the issue was Vista; it had a VERY short tenure with the Army and Windows 7 became the standard operating system a year later. I haven't seen an XP computer in the military in 5 years.

Basically, both OS and device manufacturers need to stop suggesting, stop helping, and stop making things "accessible". All it is, is a bunch of obnoxious bloatware aimed at a stereotype of the most vapid portions of society.
Yeah, it really takes MS about 6 years to create an OS (win 7 released in 2009), they just have a major beta release halfway through that cycle pretty consistently.
Also, 4 version updates in 2 weeks, MS is really actually going to try to release this thing it looks like. I have to say, build 10166 seems solid. Good stuff!
