Nov. 9 is months prior to the recent shakeup. Furthermore, the forum owner publicly stating "don't be an ***" as the rule overrides any Posting Guidelines. Those are there for show at this point.
See, what you have inverted is the idea that rules exist anymore. They don't, except in Heckfire, which is why it's a ridiculous, spurious forum that's little-used.
A) The thread is called "Hellfire: Rules 2-08-10". This implies that the contents only apply to Hellfire. It also is only posted in Hellfire.
B) He specifically mentions Hellfire in the description following "Don't be an ***".

This is deliberately vague. Hellfire is a simulated real life forum where people are free to express themselves as they wish. Should you choose to be an arrogant prick that is up to you, you deal with the social consequences that brings. If you get really out of control, say spam posting or disrupting the whole forum, you're gone. Once again please make use of the "Foe" function if you want to be spared a certain posters tomfoolery. If that doesnt work, and I'm not sure why it wouldnt, then you can start to think about the report button.
The implications of A and B are that the new rules only apply to Hellfire.
