Hmm, it's been a long time since I was that lvl, but in general it seems like something isn't right. Unfortunately you don't get dual wield until lvl 40, which is when the Enh Shaman really starts to shine, but they aren't bad before that.
Some of it depends on how you play. As I recall when leveling, I went for maintaining a high rate of pulls at a constant level, instead of pulling a whole bunch all at once. Because the Shaman only has leather armor until 40, you just aren't going to be able to mass pull a ton and weed through them. However, I seem to recall pulling 1 or 2 mobs seemingly forever, as long as they were similar levels. I also went the DPS route. No shield, use a good 2h and put flametongue on it until you get windfury at 30. Windfury ROCKS. Also make sure you're dropping your totems down, they make a big difference.
If you find that you're running out of mana, start using Water Shield instead of Lightning Shield, that should help too.
Typically I would drop totems, pop the mob with a ranged spell and then beat down. If there are others within range, rinse repeat, and pull up the totems (getting mana back) and move on to the next mob.
What's your shaman's name and realm? I'll look him up on the Armory and see if I have any other insights.
