Because when I'm not gaming, my computer is a multitasking machine. I switch between tabs, between windows, between programs, and back (in which case referring to the title bar is quite handy if I was viewing several similar-looking pages like forum threads), which makes having corners of other windows (like IM clients), desktop shortcuts, taskbars, quicklaunch icons, widgets, and the Start Menu handy makes perfect sense.
I haven't habitually full-screened (or even
maximized everything since I got a 19" screen over a decade ago. Webpage design hasn't kept up with display resolutions (nor should it try, due to the diverse range of web platforms used today, from laptops to mobile devices to desktops with a wide range of resolutions...), so it's not like my 2/3s of the screen real estate browser window is a worse or less efficient browsing experience.
